Paid directories are desirable when you want to get high PR in less time.

You bet, it does.
With every submission I monitor the SERP and I see immediate effect in just 1 week when it starts climbing up.
SERP also depends on your website’s content and other factors.

Categories and Sub-categories in botw are not having high PR. Some of them even don’t have any PR at all.
Does it help to submit website in a category which is PR0 ?

You should not chase PR. botw is a reputable website and Google gives importance to links from reputed sites.
You should select the appropriate category for your link and if it is having high PR then all good, if not then you shouldn’t worry too much about it.
Sometimes Editors move your link to a different category than you have submitted (lower PR ;) . In such case you should ask them to move to the category of your choice.
Go for it. It is worth every penny.

I wouldn’t be paying my hard earned $499.99 to submit a link to Yahoo Directory.
No Way. That is too much.

BOTW sucks.
I submitted a website in a category which has PR5. I mentioned in the comment while submitting to add my website in that category only.
However they moved my website into a category with no PR. I requested them to move website into the category of my choice which they refused.
I got following reply

WTF!!!!
I paid US $299.95 to get a link from PR0 website?
And see their e-mail it is clear that they FORCEFULLY move the website into a PR0 category so that they can sell their own (defunct) Premium Sponsorship services.
I’ve carefully selected the category and I know better which category is most appropriate for my website. All other websites with similar content as mine are listed on PR5 category page while my website is moved
What a shame.
BOTW is COMPLETELY RIPOFF avoid them.

Prefer “triond” to article directories, google is very happy to explore “triond” and provide links.

For all it is worth, I have noticed that the websites that have botw.org backlinks rank higher with fewer backlinks.
I prefer to not have to get 10,000 links. Google has said many times that paid directories such as botw.org are good to get.
